Cleveland County Red Cross Policies and Fees Governing the
Use of Building by Outside Parties
The purpose of Red Cross chapter facilities is to provide Red Cross services to the community and these activities will take precedence over all other activities.
During times when the facilities are not in use for Red Cross functions or activities the Executive Director, or his designee, may allow other parties access to and use of the facilities under the following conditions:
Allowing the facilities to be used by outside parties is viewed as a service to the community, not as a major source of revenue for the chapter. The chapter will, however, recover any and all costs associated with use of the facilities by outside parties.
Outside users shall be liable for any and all damages to the building and content which occur during their use of the facilities.
Outside users shall be responsible for leaving the premises clean and in proper order. No tape, pins or any other adhesives shall be applied to any wall, door, or ceiling in the building. Please use the "standup" message signs for any messages or directions that need to be posted during the event.
No smoking is permitted anywhere on Red Cross property. This includes outdoor areas.
The chapter will not become involved in obtaining required alcohol permits for functions held in the facilities by outside parties. Any questions concerning the serving of alcohol within the facilities should be directed to the Executive Director.
Use of the facilities that involves either the preparation or serving of food and beverages shall be approved in advance by the Executive Director. Such activities may warrant additional charges not identified on the Impact Fees Schedule.
Maximum occupancy will be determined by the event or function and by any applicable ordinances or codes.
Three types of outside use of the facilities will be considered:
- Use by agencies or organizations with whom the Red Cross is affiliated or groups in which the Red Cross is a member ("Associated Groups").
- Use by not for profit organizations which serve a public purpose but are not included in "Associated Groups". ("Non-Profits").
- All other users. ("Private Parties"). This includes for-profit entities and private functions. At no time will other users be allowed to use the facilities if their role or purpose is in conflict with basic Red Cross principles or philosophy. Red Cross facilities are not available for use if such use would promote or tolerate disharmony within the community or encourage intolerance or create ill will within the community.
